Slow Internet Explorer

I recently purchased an HP zd8000 laptop which has XP pro with SP2. I have
two computers, both hard wired to a Netopia DSL router, and both with the
same operating system.
Now, simply said, on my old laptop, HP Zt1290, when I push the Internet
Explorer icon, the explorer opens instantly and I can browse without any
problems. When I do the same on the new laptop, it takes approx 25 seconds
for the internet to open up, then it seems to be quite sluggish and
intermittent. When a page begins to load, it freezes up, then after about 10
seconds the entire page pops in.
Any ideas

If you must post identical messages in more than one newsgroup please
crosspost, i.e. please place all of the newsgroups in the Newsgroup field of
one message, separated by commas. That way when someone reads the message
in one newsgroup it will be marked as read in all of them. In addition, an
answer posted in one newsgroup will generally show up in all of them.

This is usually not necessary since most of those who answer posts read
more than one newsgroup.
