Slow Download (56kb/s) speed on Cable connection (7mb/s)

I have Roadrunner cable internet and when i try to dowload programs it the
download speed is that of a dial up connection. Its downloading at 56kb/s
I supposed to have 7mb/s download speed or around that. What is wrong with
my computer. Is there a way i can configure my computer to allow more
information to be sent at a faster speed. I was reading about throughput and
maximum port speeds. Is there a way i can increase those so that my dowloads
download at the speed they are supposed to and not at a dial up connection
speed?

It can also depend on the particular website from which you are downloading
ie the bandwidth they permit you. If it occurs with all websites then it's a
problem.

FTP downloads are measured in kB, not in kb. i.e., k-bytes, not k-bits.
In this case, 56 kB/s is approximately equal to 560 kb/s. That's
still slow, just not as slow as it seemed earlier.

There are programs that will figure the max MTU and yes, they can help
dramatically with download speeds. A few sites:
