Slow boot and shutdown

Hi,
My computer seems slow on booting and shutdown.
Shutdown sometimes takes 75 seconds. Booting takes about 45
seconds from the time it is turned on until my desktop appears;
longer before I can use any program.

My system runs at 1.99 Ghz with 256 MB memory, Windows XP home,
with SP 1 & 2 (It seemed slow before SP 2.)

I have noticed that when the computer shuts down because of a
power failure or if I accidentally turn it off by hitting the
master switch on my power controller, (turning of my computer,
monitor and printer); when I reboot, I do not get an error message
or program like ScanDisk that was in Windows98.

Is there any way to speed things up?

Is there any harm in hitting the master switch to turn the system
off?

You can do a lot of harm by switching off the master switch. When XP
shuts down it creates a Restore point and saves the settings. Hitting the
power switch bypasses that feature. To faster boot your system, do this:
Start>Run>type MSCONFIG and click OK
Go to the Startup tab and uncheck/disable everything except your anti-virus.
Click Apply and Close. Reboot.
Disabling does not delete anything only stops your system from using valuable
resources. All apps work by just clicking on them. Try it, you can always
reverse it. You now have a lean, mean running machine. Have fun. :~)

Sounds somewhat normal.
Is there any way to speed things up?

Reduce the number of background apps you have set to load up with
windows. For example, who needs your scanner ware to load up each time
when you only use your scanner every week or so.

Try some clean boot troubleshooting to see if a particular program or
service might be hanging things up.
