Win XP shutdown problem

Can anybody help? I had Win 98 installed, and when I
shutdown the computer, the computer turned itself off
completely. After I reformatted my hard drive following a
virus attack, I installed Win XP... which performed the
same way on shutdown initially. Now, however, when I try
to shutdown the computer it takes me as far as a message
saying "It is now safe to turn off your computer". Which
would be well and good- 'cept that the power-button won't
turn the power off.
I have NO idea what I've done, or how to fix it. Any
ideas?

Thanks for your suggestions. It turned out the problem
was the result of windows xp recognising a network card
that the old 98 didn't. The network connection had to be
shut down before xp would let the computer shutdown. Who
would've thunk it, huh?
