No Automatic Shutdown

I have Win XP Home with SP2 installed, and when choosing Shutdown in
the usual way, the PC displays the message IT IS NOW SAFE TO TURN OFF
YOUR COMPUTER. Why is it not shutting off automatically? Thanks, S.
