Size of title bar icons

The title bar(I think that is what you call it) with the red 'X' that closes
the window, has shrunk and the block with the red 'x' and the minimize block
have suddenly got very small, miniture size. I would like to enlarge them.
Nothing else seems wrong. Thanks, Fred

Do you see what I see when…
mouse context click menu on desktop's background: choose Properties, Appearance tab,
Advanced button. In pulldown: Inactive and Active Title Bars set at 18
Caption Button set at 18
