Does anyone know how to change the size of the title bar
(the bar that shows the program/web site name with the
minimizing and closing button [the - and the x buttons])

Right click the Desktop, select Properties, Appearance, Advanced. In the
Item drop down list choose Active Title Bar and Inactive Title Bar.

Try this: Right click a blank area on the top Toolbar/make sure Lock the
Toolbars is UNchecked/move the cursor over the Address Bar (title bar) until a
double headed arrow appears/left click and drag it down to the size you
want/right click a blank area again/Check Lock the Toolbars.
Or you can right click/click Customize/change whatever you want.
Hope this helps. Let us know.

Doug;
I reckon that would work too. :-)

Control Panel - Display - Appearance, click the Advanced button. There
you can select several different Items and change size (in this case you
will want to adjust 'caption buttons' before the Title bars)
