single-click file opening

can anyone tell me how have a web page style desktop with icons underlined
so that i can single click them to open.

Control panel | folder options, single click to open.

Hi!
Start > Control Panel > Folder Options > Select "Single-click to open an
item (point to select)" under Click items as follows > OK/Apply
