Could this feature of Outlook be disabled in your office environment or by
your service provider?

I have a work e-mail account on one Domain where the URL "embedded" in my
signature file works fine, but on another work Domain I cannot access the
"Insert" > "Hyperlink" (Ctrl+K) option while composing an e-mail. This leads
me to believe the second Domain administrators have disabled this feature of
Outlook through Group Policy or something.

Check the time and date stamps on your three signature files to see if they
are "out of synch" with each other. I take this as an indication the
Signature creation process as gone wrong and you may need to create new
signatures from scratch.

The three files, one .HTM, one .RTF and one .TXT will be located in the
following subdirectory on most Windows XP systems:

C:\Documents and Settings\%username%\Application Data\Microsoft\Signatures

Signature.htm, 8:17 PM
Signature.rtf, 10:09 AM
Signature.txt, 10:09 AM

Something like this would indicate the "htm" file is out of agreement with
the others and you can try opening it and making it match the other EXACTLY
but that may be a little difficult unless you are moderately experienced in
editing HTML.

Good luck!
