shutdown requires two attempts

Hi All
shutting down computer requires me to go though the shutdown procedure twice
before it actually shuts down.
All web access is off and web connection is shut off.
All programs are closed.
The computer is idle
I press "start" then " shut down computer" then the "shut down " button and
nothing happens. If I wait about 30 seconds and go through the procedure
again, windows saves my settings snd shuts down normally.
Admittedly not a BIG deal but certainly aggravating.
Any Ideas?
I've read the prior threads and haven't found the answer.

I wait anywhere from 30 seconds to 5 minutes....doesn't seem to make any
difference. Task mgr shows no Apps are running . so I don't think it is a
matter of another app needing time to shut down
