shut down

After installing Norton system works 2004 on Windows XP on
shutdown,the computer saves everthing then says shutting
down. After a bit everything quits running but the
shutting down message is still in the monitor. The only
way I can finish the shutdown is by unpluging it. What do
I need to do?
