Shrunken desktop

During boot, the full desktop is available. After a number of tray
applications load, the top row of icons becomes unavailable, and the icons
in this space are shifted down one row. Thereafter, I cannot move a window
into this top row area, although the mouse pointer can be moved through this
area. This makes my desktop about 10% smaller vertically than the screen.
What is going on? I have ZoneAlarm Suite, Spybot-SD, LogMeIn, and a few
other tray apps.

Could it be that your Display settings area has two resolution slides,
one for the screen size, and one for the Desktop size? If so, make both
of them the same resolution.

But, since this only happens at the top of the screen, I think it's more
likely that a toolbar is reserving that space. Did you have a toolbar
there at one time?

This thread mentions a similar toolbar space:

Inspect programs that are starting with MsConfig [System Configuration Utility]. May
be its a malware or something like that :

1. Click Start
2. Click Run
3. Type msconfig
4. Go to Startup tab
5. Inspect the items by names and the path. Uncheck the item that you think is the
cause.
6. If you cant find, go the first tab and choose "Diagnostic Starup"
7. Click OK, Restart PC.

If the problem is resolved by Step 5, tell which program was that.

If the program is solved by Step 6, then post back.

If you choose Step 6, remember to choose Normal Startup from that Screen again,
