A neighbor (running XP Home) has (again, I must say) messed up her Desktop.
She has the Start button at the top left, and below that, in a vertical row,
some of
her Desktop icons. The Start button and these icons are in a blue
background. To the right of this vertical row is her "regular" Desktop with
several icons.

I have tried unlocking the taskbar and dragging the bar which includes the
Start button but it won't move.

I'd like to get her back to what I would call the regular setup with the
Start button and the taskbar at the bottom of the screen.

Right click the Taskbar (the one listing the running programs) and make sure
it is not locked. Then put the cursor over a blank spot on the Taskbar,
hold down the left button and drag it to the bottom.
