Should I migrate to Outlook 2003 to get BCM?

I need to find a good contact manager for my users. My
users are Legislators (lots of emails, meetings, and other
communications). We currently have Office 2000, and am
wondering whether I should migrate to 2003 and get BCM
included (killing two birds with one stone). Everyone's
opinion on how good BCM is will be appreciated.

BCM is not a multi-user application. Unless you want users to be managing
their contacts each individually, look at a CRM application designed for
