should...could I upgrade to utimate?

I am currently running vista HP 32 bit version on the following spec machine

Asus A8N-E Mobo
Athlon dual core 64 x 3800+
4gb
Nvidia Geoforce 6800LE
300gb HDD
DVD RW
Blackgold TV tuner Card
Realtek AC97 audio

I have a rating of 4.6 on the windows experience index

the vista upgrade advisor recommends HP as the preferred OS but I would have
thought that my machine should have been able to cope with ultimate. If it
isn't capable, what do I require to make it so?

Given you config - HP is being stated as the most useful as your machine has
a TV tuner so needs media center capabilities but is probably not a member
of a domain.
So look at
http://www.microsoft.com/windows/products/windowsvista/editions/choose.mspx
and decide do you really need the additional features of Ultimate over Home
Premium.
If you do then if your system will run Home Premium then it will run
Ultimate.

If your computer will run Vista Home Premium it will run Vista Ultimate.
