Shortcut key: where must the shortcut be?

I don't want to clutter up my desktop with a bunch of shortcuts. I'd like
to put them all in a folder and use their shortcut keys to call the
programs they are shortcuts to. I've tried making a folder on my desktop
called "Shortcuts" and putting some shortcuts in it; then making shortcut
keys for them, e.g, Ctrl + Shift + X for Xnews. The keys don't work. What
to do? Will shortcut keys work only for shortcuts placed on the desktop?

If your running XP home edition You should have a folder on desktop called
unused desktop icons put them there. as per Help.....

To remove unused desktop icons

1.. Open Display in Control Panel.
2.. On the Desktop tab, click Customize Desktop.
3.. Under Desktop cleanup, click Clean Desktop Now.
4.. Follow the directions in the Desktop Cleanup Wizard.
Notes

a.. To open Display, click Start, point to Settings, click Control Panel,
and then double-click Display.
b.. The Desktop Cleanup Wizard displays a list of the desktop icons that
have not been used for 60 days or more, enabling you to remove those icons
that you don't want on your desktop. You can retrieve icons you have removed
by opening the Unused Desktop Shortcuts folder on your desktop.
c.. Clear the Run Desktop Cleanup Wizard every 60 days check box if you
don't want the wizard to run automatically every two months.
d.. You can remove an individual desktop icon by right-clicking the icon
and then clicking Delete.
e.. To add or remove the icons for My Documents, My Computer, My Network
Places, or Internet Explorer, select or clear those items under Desktop
icons.

the "shortcut key" / hot-key inside the properties dialog for the
shortcut (*.lnk) file will only work if the shortcut (*.lnk file) is on
the start menu or on the desktop proper. buried any deeper and it'll be
ignored. you sould put that folder with all your shourtcuts onto the
startmenu, then they should work ok.

Yes, that's true. Thanks. I think you've given me the definitive answer.

I now have another problem. In all my experimenting in which I created a
deleted several shortcuts and keys, I now find that the keys I really
need no longer work. For example, I need Ctrl+Shift+E and Ctrl+Alt+T
(they don't work no matter which programs they are assigned to). How do I
go about regaining the use of these now unuseable keys?

Now I find that the shortcut keys for shortcuts in the folder you suggested
no longer work after I've rebooted! What's up with that?
