Shortcut Key Stoped Working

I'm running XP Pro and have used a shortcut key for an icon on the desktop
to open a file for ages. Has worked great for years.

I put the file shortcut icon in a folder in my desktop to clean up the
numerous items - and the shortcut key no longer works.

I went into properties and cleared it, set none, clicked OK, and then
entered properties again and reset it ctrl-alt-t.

It still won't work. Am I missing something?

I should have mentioned I tried the fix mentioned earlier from Doug Knox's
web site and saw no changes after rebooting.
