Shortcut Key Issues

If you open up properties on a shortcut you can bind a key to that shortcut. Windows XP does not let you bind keys that are in use. Whether it be custom or windows related. A problem occurs when the shortcut is deleted.
When, the shortcut is deleted, windows still thinks that the shortcut key is still in use and thus you cannot use the same key combination again for a shortcut key. The only way to safely delete a shortcut that has a shortcut key is to set the shortcut key to none and then delete

This is seriously annoying me since I can no longer bind shortcuts to ctrl+ alt+ F1.

Please Fix this in an Update. I want to be able to use ctrl+ alt+ F1 again.
