shortcut for control panel

Is there any way to create a shortcut that can be placed
on the task top that will allow immediate access to the
control panel?

From Windows Explorer, right-click & drag the Control Panel icon to wherever
you want it. When you let go of the mouse, choose "Create Shortcut Here".
