Is there a way to place an Icon of the Control Panel or shortcut, so I can
click and get to it?

Sure. Just open Explorer and drag a shortcut from Control Panel to wherever
you want it.

Also, you can add it to your Start menu...

1. Right-click on Taskbar > Properties.
2. Start Menu tab > Start menu > Customize button > Advanced tab
3. Control Panel > Select either "Display as a link" or "Display as a menu"
option.
4. Click OK.

The Control Panel is really two parts - the control.exe and then
a .CPL applet file to go with it.

Each .CPL file represents an option you see in your menus under
Control Panel.

So, you could go to Start, Run and type in: control <applet name> to
bring up the right applet.

If you want to launch a particular applet, you might want to create a
shortcut that does what you want and leave it on the desktop or drop
it into the Quick Launch area.

Some people have never seen the Quick Launch area (!) so here is a
short MS article about that:

It might be easier to describe what you would like to have your
shortcut do and mabye you could put it in your Quick Launch area so
one click would do the job.

I have a one click icon in Quick Launch for Outlook, Firefox, Desktop,
Services, Event Viewer and Regedit. Those are easy ones. No need to
get "into" Control Panel at all. One click and I'm there!

How to: Make a Desktop shortcut to Control Panel--

Hold windows logo key (Win-key) down
and press E key, to activate Explorer (win+E)
You first want to look at the file tree window on the left side.
If "My Computer" has a [+] plus, click the [+]
Now, below "My Computer" there, you should be able to see "Control Panel"
First, Look above "My Computer" for "Desktop" and click "Desktop"
The right window should now be showing the contents of your desktop.
Back to the left, RIGHT-click and drag "Control Panel" over to the right
window and RELEASE in a blank area (non folder) in that desktop window.
A context menu will appear with "Create Shortcuts Here" and "Cancel".
Click "Create Shortcuts Here".
That's all! (Close Explorer and try out your new shortcut. :)

You can copy or move that shortcut anywhere else, if you like.

P.S. If you are using the "classic" Start Menu, you can click Start, click
Settings, and click Control Panel to "get to it"; or, if you are using that
other kind of menu, click Start, and click Control Panel.
