no bluetooth icon in control panel

there is no bluetooth icon in my control panel. i have windows xp sp3, what
can i do to get it?

You get it by installing Bluetooth software that puts a Bluetooth icon in
the Control Panel.

Check in your Device Manager and see if there is a Bluetooth device.
If you do not have a Bluetooth device then there will not be any
Bluetooth icon or software.

By purchasing a Bluetooth capable device for your computer and installing
the software that came with it. After reading the post by "Bernd", apparently
Windows has the icon already. When Bluetooth software is installed, the
software puts that icon in Control Panel. I don't know what you expect to do
with the icon without having some sort of Bluetooth software or device
installed.

Actually when i run bthprops.cpl nothing happens or i do not notice sth
happening. You mentioned double clicking sth but nothing appears to
doubleclick. My computer doesn't recognize my cell phone which is bluetooth
enabled. Is Mark Adams right in that i have to purchase some sort of
bluetooth software in order for my pc to recognize a cell phone nearby? All
I really want to do is download mp3 music to my cell. Much obliged.

Surely, if your cell phone is Bluetooth capable, and is also capable of
storing MP3 files for playback or ringtones or whatever; there must be
instructions that came with the phone that explains how to do that. If you
don't have an instruction manual for the phone, download it from the website
of the maker of the phone.

Take note that you not knowing how to use your phone is not a Windows XP
problem. You need to talk to the makers of the phone.

The driver software came with the phone, probably on a CD. There probably is
a charging cradle for the phone with a USB cord that you attach to a USB port
on your PC. The cradle acts as a wireless Bluetooth hub for the phone and any
other Bluetooth devices to synch to your computer. You have to have a
Bluetooth hub and driver software to install to the computer. This is the way
my Logitech Bluetooth wireless mouse and keyboard works. The charging cradle
for the mouse functions as the Bluetooth hub. If you don't have the hardware
and software; you'll have to go out and buy it. It doesn't come with Windows.

Most standard" desktop / tower PCs may not have a "Bluetooth" radio
transmitter (aka dongle) built-in. Without this Bluetooth dongle, XP
will not start up the SP2 built-in Bluetooth software. You now would
need to purchase an USB to Bluetooth adapter and install the included
Bluetooth drivers. Once this is done, your PC should have a Bluetooth
dongle and will / should have the Bluetooth software "loaded" into the
Control Panel.

BTW: Most recent laptops models seem to now come with Bluetooth
"radios" built into the unit. Manufacturers decided since you have a
laptop, you are a mobile user and would have a cellphone. Most
cellphones are "Bluetooth ready" and therefore they decided to include
the Bluetooth with the laptops.
