Bluetooth device not found

I installed Bluetooth on my Windows XP.
When I switch on my portable phone under Control Panel/Bluetooth devices
I see my Nokia phone with activated passkey.
But when I click on the icon on bottom right it says that it doesn't
find any Bluetooth device.
Any suggestion please what I should do now?
What is a "device": the dongle or the phone?

Before you can us a Bluetooth device (which is the phone in this case), you
first have to 'pair' them. This is done by running the bluetooth wizard
which searches for all nearby bluetooth devices. You have to type in a pass
key (anything you like from 4 to 8 numbers). The phone will then
automagically invite you to type in the *same* sequence of numbers.

Before you can do any of the above the phone does have to be configured to
be 'discoverable'. If this is turned off, the phone will never appear in
windows. Once paired, the discoverability* can be turned off again.

This is, of necessity, a simplistic overview. For more information I will
have to refer you to the relevant books of instructions for you phone and
bluetooth adapter.

* Is that a real word?

The phone - are you using the wizard on the computer ?

You are using the Microsoft's Bluetooth protocol.

The easiest method of connecting a Nokia phone is to install Nokia' PC
Suite or Ovi Suite. These are free and available from Nokia's web
site.
