Method 1 :
.... Right click Empty space on desktop
.... Point to New
.... Click "Shortcut"
.... Type control in Location field
.... Next > Type a name > Finish


Method 2 :
.... Open Control Panel
.... Drag the icon from Address bar or Title bar to the desktop

Minimize all running applications. Click the Start menu, select and drag
"Control Panel" icon to Desktop. A new shortcut to Control Panel will be
placed on the Desktop.
