Sharing DVD-RW drive over network

How can I share my DVD-RW drive over my network so my
other computer can watch dvd's and use the burning
capabilities of my drive?

You can not! You will need to locate a special stand alone DVD duplication
unit.
 
Re watching DVDs - you can share the drive, but I can't imagine that the
performance will be anything acceptable over the network.
Re using it to burn DVDs over the network - not possible.
