Sharing All Users Favorites on XP

I have multiple users signing onto a single XP Pro system. I have some
Favorites in the All Users Favorites folder. But they do not appear in each
users IE 6 Favorites pull down. Why?

That's normal in Windows XP. Common Favorites + User favorites is not possible together.
