Several temporary freezes/hangs

I am trying to get Windows 2000 setup on a Dell Dimension
XPS T700r and have reinstalled several times trying to
eliminate this particular problem:
Most times when the computer is running (loading or
running Windows) there are occasional temporary freezes -
where I will be moving the mouse or opening a program and
everything is frozen for about a full second. Loading
Windows is often very slow, as it takes a long time
between message "Preparing Network Connections", "Apply
personal settings" ,etc. I suspect because of these
freezes. The system has never crashed completely, but this
same problem has persisted after every reinstallation. I
have all the latest updates of Windows. Also I am running
with 256 + 64 MB RAM. Can anyone help me out?

You might want to run the sys file checker - scannow - see help for syntax
Also try F8 boot log start, see if you can identify the problem
It would seem to be a problem loading a driver
You might want to download msconfig

Stop apps from loading on startup, If that cures the problem then I'm afraid
its a process of illimination.

SYMPTOM
When you restart your computer, you may find that the computer stops responding (hangs) when it tries to mount a volume that is formatted with the NTFS file system.
CAUS
This problem may occur if both of the following conditions are true:
A large number of changes were made to files on the volume
NTFS processes these changes to the Update Sequence Number (USN) journal, and the journal becomes full during the mount operation
In this situation, the mount operation is not processed correctly in Windows.
