setupdd.sys load failure during install

I continue to get this error every single time I have
been trying to install my windows XP Pro on my new
computer. The error is File setupdd.sys could not be
loaded. The error code is 7. Does anyone know why this
is happening? I have tried several different windows XP
Pro disks, and have tried it on several different hard
drives and cd roms in the same computer, but I can't find
a solution, I even flashed the bios and that didn't help
at all.
