Can I install windows 2000 with 5-CAL, then install the
the same server software on the workstations but not
configure it as a server, would I still be considered in
compliance with the usage of the Microsoft Client access
agreement.

Heh???

You can install the server once. A CAL is a Client Access License. It allows
connections to the server.

Any copy of Windows can only be installed on one system. The 5 licenses
included with Windows 2000 Server allow 5 other computer to access it
and use it as a server. As the other person said these are Client Access
Licenses. It does not allow the same Windows 2000 Server to be installed
on more than one computer. Here is a link for more info.
