setup error message

I download patches to correct error which allows msblast
to infect system. When trying to load the patch I get a
setup error that states "Setup could ot verify the
integrity of the file Update.inf. Make sure the
Cryptographic service is running on this computer". How
do I verify if the cryptographic service is running? If
it is not, how do I start it?
