Setup Chinese on English Windows 2000

As my NJStar Communicator finally stopped working, I am trying to
setup Win2000 to use Chinese as default. I have set locate up as
Chinese (HongKong) under regions, as well as in IE. I can read Chinese
in IE, however, it still cannot decode the Chinese file folder names,
and on other application, although the CH icon is appear. How can I
set it so it will display Chinese on other Windows applications as
well as in file folder name.

Are you using the Mulitlangiage User Interface (MUI)?

If not, you will need to purchase it.

I believe so, I am setting it under Regions locate. Anyway, it works
now. I've did a number of reboot (following automatic Windows patch
update) and it suddenly work. Seems like somehow the registry files is
not re-read (wonder why?) until something triggered it (most likely
one of the patch). Now I can read Chinese without problem.
