Setup Chinese on English Windows XP

I am trying to setup Windows XP to use Chinese as default. I have set
locate up as Chinese (HongKong) under regions, as well as in IE. I can
read Chinese in IE, however, it still cannot decode the Chinese file
folder names, and Eudora (Free Agent works). There is no CH icon is
appear in the task bar although I have set it, and I can't find any
such process in the windows task list. Does this means it's not
running? How can I set it so it will display Chinese correctly?

Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you want, reformat your drive and install it "clean".

Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.

A good third-party partitioning program is Partition Magic 8.

No, I believe you are wrong on this ...you can set the language under
Region - locate and use it. The IME files being use is right on the
setup cd that comes with Windows XP, thus it's completely free.

The problem I have is that due to some unknown problem, the taskbar
icon cannot start up, and that's why I need some help here.

Please check my previous posting ..I have already setup Chinese
lanuguage on my XP. The steps under that linkage has been taken into
account. The problem here is that after trying everything, I still
cannot bring up the language bar.
