Setup cannot find hard drives

I just Installed a new motherboard in my computer, and
trying to do a recovery install for windows XP, but setup
cannot find the hard drives. any Ideas?
 
Jason, did you select Auto Detect for them in the Bios? Red Stripe on
Ribbon cables aligned with Pin1 on
Motherboard and hard drive.
 
Yes to both questions, Motherboard can see the drives its
just the setup cd that can't
