Setup an out of office reply as a delegate.

User B is a delegate for User A. User A is out of town but forgets to setup
an out of office assisitant before leaving. User B tries to to set up the
out of office assiant for user A while in user A's inbox as a delegate. The
out of office assitant sets up for B and not for user A. Is it possible for
a delegate to setup and out of office assiant for another user.

Only if User B has full owner access to the mailbox, in which case they should be able to use OWA.
