Creating Delegate For Absent User

How can you create a delegate for a user when that user is unavailable to
login to Outlook and perform the delegation himelf? I need to add a second
delegate to his inbox and calendar. I can change permissions on his folders
but that won't grant the reply-on-behalf-of functionality the delegate
needs. TIA.

Reply On Behalf Of permission can also be set by an admin via AD U&C or EMC
(depending on your Exchange version).
