Setting up user account and authority based on Access 2003 file (.

I am using the version Access 2007 to develop a database in my workplace.
But as most of the computer is using Access 2003, so that I am now
developing a database using the compatibility of Access 2003 file type (.mdb)

It is the first time for my workplace to develop a database file using
Access, and we would like to create authority (user accounts and group
accounts) to control the permission of assess to all the potential user in
future. I have read through the "help & support" in the microsoft help page,
but it did not help me to work what I am thinking of. 2 questions I have
encountered at this moment

1. when I copy and re-open the database file in another computer (computer
B), it seems that all the "authority and permission" that I have set in my
original computer (computer A) had been lost, is that mean the "authority and
permission" was saved in my copy of Access in (computer A), but not in the
database file (.mdb)? how should me fix it in advance?

2. as I noticed that Access 2007 file type will not support the "authority
and permission" function like Access 2003 file type, then how does it work
when I would like to control the assess right of my user? should I go to the
way using a server like system in future?

The permissions reside with the database, but the accounts reside with a
file with the .mdw extension (usually in the Windows\System32\ directory)
You need to move both files to the same places on each computer or move them
and join the workgroup.

Access .accdb files do not support security. You must use the .mdb filetype.
