setting up e-mail for other users on vista

Is there a way I can set up the same e-mail account on the other users on
vista.
That way when they are logged in their can send /receive all from the same
e-mail address?

Yes, but to ensure that each gets a copy of incoming emails, you
must configure each user's Windows Mail settings as follows:
Tools, Accounts, select the account, properties, Advanced.
Near the bottom of that screen enable "Leave a copy of messages
on the server." You should also pick one of the two 'remove' options,
so that mail doesn't keep accumulating indefinitely on the server.
