Do a Google search on past postings to this group. This subject comes
up often.

But, as a very general hint, if you want a widely distributed group:

You have to gather statistics on the present and past postings on the
subject you have in mind and build a case showing why a new group is
necessary, based on those statistics. Your opinion that the group is
going to be justified based on your unsubstantiated estimate of future
postings will not do. Then you have to present that case to a number
of very sharp cookies who will need a lot of convincing.

At the other extreme, if you have broadband, you can set up your very
own group on your own server and share it with those that can find it/
you invite.

I have seen a newsgroup (aka message board or community) site on the web
http://communities.microsoft.com includes "create your own free community.
That is all I know about this site.
