Set Program Access and Defaults

I am running Windows XP Home and am looking for the Set
Program Access and Defaults option on the start menu but
cannot find it. Does anyone have any suggestions.

Sorry, maybe I made a mistake by not clarifying the
problem correctly. The problem is I cannot access add
remove programs ... it is not even available and assumed
(mistake) that the solution would be to go into Set
Program Access and Defaults. The command below does not
bring up the Add Remove Programs, obviously.
