Set program access and defaults link does not work

The link "Set programm access and defaults" on my Start menu does not have a
right icon and does not work

What's the option you see when you right-click the "Set Program..." link?
See if you're able to launch the applet manually:

Type in Start-Run:

CONTROL appwiz.cpl,,3

Hi Ramesh,
When I right-click "the Set pro...", I've got regular menu. After clicking
Open - nothing happenned. Nothing happenned when I tried to launch it
manually. It take the command, but nothing appeared.

Hi Ramesh,

After installing SP2 for my Wondows XP Home, this problem disappeared. But
another thing happened. When I tried to access Windows Firewall I am getting
an error message "Due to an unindetifed problem, Windows cannot display
Windows Firewall settings."

Type in Start, Run:

regsvr32 hnetcfg
regsvr32 netshell

Ramesh, I did what you advised and the error message disappeared and I can
see Firewall settings. But I cannot change anything for all options and
buttons on a Firewall settings windows are grayed out and inactive.

When you open (or 'run') firewall.cpl, does it read as "For your security,
some settings are controlled by Group Policy" at the top of the applet? If
that's the case, try this:

For Windows XP Home Edition:
---------------------------------

Open Regedit.exe and navigate to:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\DomainProfil­e
(and)
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\StandardProf­ile

In the right-pane, delete the "EnableFirewall" value.

Close Regedit.exe and restart Windows.

For Windows XP Professional:

From Start/Run, type Gpedit.msc and navigate to:

Computer Configuration
=> Administrative Templates
=> System
=> Network
=> Network Connections
=> Windows Firewall
=> Standard Profile

Set the following options to "Not Configured" (defaults)

Windows Firewall: Protect all network connections
Windows Firewall: Do not allow exceptions
Windows Firewall: Define program exceptions
Windows Firewall: Allow local program exceptions
Windows Firewall: Allow remote administration exception
Windows Firewall: Allow file and printer sharing exception
Windows Firewall: Allow ICMP exceptions
Windows Firewall: Allow Remote Desktop exception
Windows Firewall: Allow UPnP framework exception
Windows Firewall: Prohibit notifications
Windows Firewall: Allow logging
Windows Firewall: Prohibit unicast response to multicast or broadcast
requests
Windows Firewall: Define port exceptions
Windows Firewall: Allow local port exceptions
