Menu Option shows in Arabic text

I've got a Pc that is showing the menu option "Set Program Access and
Defaults" in Arabic lettering. No Language packs have been installed on this
PC other than the standard XP install provides. Is there a way, aside from
reinstalling the OS to get this back? This PC has been running the latest
Symantec Corporate AV and we've detected no threats.

Any input would be helpful.
