Sessions do not logoff completely

I recently started having this problem with my Win2000 Server w/ SP4 and all
hotfixes. Clients can log in and perform all tasks, just like usual.
However when every client logs off the Terminal Server, the session remians
in a disconnected status on the server. When the client tries to login
again, they only receive the blue background of the login screen, but with
out the login in box.

This problem started a couple weeks ago and I have not been able to trace
the problem back to any configuration changes. Does anyone have any ideas.

Had this myself last week.
From someone else who had similar if you remove hotfix patch 840987 the
sytem will rtn to
normal .

Tried this on my home setup on weekend and worked OK.
