All the "Services" that are listed & checked under the "Services" tab
in System Configuration Utility (Start--->Run & then type msconfig to
open System Configuration Utility) - will I be able to run the program
associated with a particular service if the service is unchecked?

For e.g. there's a service named "iPod Service" whose corresponding
checkbox is checked. Will the program associated with this service run
without any problems if this checkbox is unchecked? If yes, then what
difference does it make if this service is checked or unchecked? Note
that the "Status" of this service is "Stopped".

Also do all the checked services under the "Services" tab run at
startup? I don't think so since the System Configuration Utility has
an explicit "Startup" tab but the reason I am asking this is because
even after unchecking 4 programs under the "Startup" tab so that they
don't run at startup & consequently lessen the startup time, WinXP
still takes almost the same amount of time to start as compared to the
amount of time it took to start when these 4 programs used to run at
startup.

5. Reboot the machine and measure the startup time with your stop watch.
6. Restore the services and startup tasks selectively until you find
the spanner in the works.

Adding to Pegasus excellent advice, it doesn't mean removing the
service/application/program from Start Up list will remove or uninstall the
application, it will just remove it from the Start Up option not from the
root Directories of the system, resulting in a less Boot up time which you
want to achieve if i understood right here!.
You can use the Autoruns to remove the entries for Start Up programs:
