Services.exe shuts down with status code 128

I took out my SCSI hard drive and controller card, and
installed a IDE Hard Drive. I reinstalled Win2K from the
CD ROM, and it booted once, now, when Windows is
starting, I get the following message:

"The system process C:\WINNT\SYSTEM32\SERVICES.EXE shut
down unexpecedly with status code 128"

The system counts down 60 seconds and reboots. If you let
it, it will continue the process forever.

What is status code 128?

When I go into safe mode, I can actually log onto
windows, but then I get the same message, with the same
60 second countdown, and the computer reboots before I
can do anything.

Is there any way to stop the 60 second countdown in safe
mode?
