Service Control Manager-System Shutdown

This is occuring on a regular basis. The error message is as follows: "The %1
service terminated with the following error: %2".
The source is listed as: Service Control Manager.
The ID is listed as: 7023
The component is listed as: System Event Log
The symbolic name is listed as: EVENT_SERVICE_EXIT_FAILED
Does this mean that the event log is filling up (over 1%) and causing the
crash? If so how do I fix it? Or what else could be causing this situation?
My OS is Windows XP Professional, version 2002.
I would really appreciate some help.

Maybe, I usually set the log size a little larger than the XP default
value. Also, lower the roll off time to a lower number of days for
XP to over write older log data. To help with locating issues in
the log I create a Console view and set the logs to only show the
Warnings & Errors and omit the Informationals.
