Service Control Manager Error, ID 7000

From the event log, I frequently get Service Control
Manager error, ID 7000. Referring to the Help and Control
Center identifies following info:

Product: Windows Operating System
ID: 7000
Source: Service Control Manager
Version: 5.0
Component: System Event Log
Symbolic Name: EVENT_SERVICE_START_FAILED
Message: The %1 service failed to start due to the
following error:
%2

Event properties identify the service name as mrtRate.

I ran the command prompt using "sc query mrtRate" and got:

Type: 1 kernal driver
State : 1 stopped (not stoppable, not pausable, ignores
shutdown)
Win32 exit code: 2 (0x2)
Service exit code: 0 (0x0)
Checkpoint: 0x0
Wait hint: 0x0

Anybody know what the error is and how to correct it?
Other than its appearance in the event log, this error
does not appear to have any impact on the functional
performance of the machine.

Hi,
If you have disabled this program from the starup menu
then that's why it comes up on the event viewer, this
program file is related to either, quicken or quickbooks.
you could re-enable the program to run at startup.
this info is from this page:
