Service Control Manager Error, ID 7000

Hi

Hope you can help. From the event log, I frequently get
Service Control
Manager error, ID 7000. Referring to the Help and Control
Center identifies following info:

Product: Windows Operating System
ID: 7000
Source: Service Control Manager
Version: 5.0
Component: System Event Log
Symbolic Name: EVENT_SERVICE_START_FAILED
Message: The %1 service failed to start due to the
following error:
%2

Event properties identify the service name as mrtRate.

I ran the command prompt using "sc query mrtRate" and got:

Type: 1 kernal driver
State : 1 stopped (not stoppable, not pausable, ignores
shutdown)
Win32 exit code: 2 (0x2)
Service exit code: 0 (0x0)
Checkpoint: 0x0
Wait hint: 0x0

Anybody know what the error is and how to correct it?

I also have the same event error 7000 message problem
which causes me to loose my internet connection once a
day. I get three error messages:

1. tcaichg service
2. ptssvc service
3. TCAITDI Protocal service

All errors state the system cannot find the specified.

Can some one please help us? Thanks
