Server is not operational

Hello all,

I have a Win2K domain controller. When I create a new user it takes ages and
then gives me the following error message:

"Windows cannot validate the uniqueness of this proposed user name with a
global catalog server because:
The server is not operational..."

What's going on?

The server that was the acting Global Catalog Server is
offline. Did you recently demote a domain controller? You
may need to set up another Global Catalog on another DC.
