Global Catalog error

We have two domain controllers in our environment. The
forest root domain server (first one built) was demoted
and all the roles were transferred to the other domain
controller including the global catalog. Right now only
one domain controller has the global catalog on the
promoted domain controller.

Everything seemed to be working fine until now. When I
try to create an object such as a user, I get the
following Active Directory error:

Windows cannot validate the uniqueness of this proposed
user name with global catalog server because:

The server is not operational. Windows will create this
user account, but the user can log on only after the
username is verified to be unique.

I get this error on either server.

Amir,

It appears that you are having some issue related to DNS. Either the
service record for the old domain controller is still in DNS or the new
domain controller is not registering its service record in DNS. Open the
DNS console. Then expend the Forward Lookup Zone and the domain in
question. Under the domain you should see a _MSDCS folder. In this folder
you need to make sure that the old DC's records have been deleted and that
the new DC's records have been registered.
