Global Catalog and Operation Master

I'm confused.
I was reading up on the Operations Master role and noticed that it is not
recommended putting this role on a Global Catalog server.
Are all Domain controllers also GC servers ?
How do I know where and what is a good server to move this role too?

It explains when and when not to place the GC on the IM OM.

Many recommend you make all DCs GCs in single forest environments, very
small forests, or even medium sized forests if there are no slow WAN links.

This article has a comment "The domain has multiple Domain Controllers "some"
of which hold the role of GC and some do not"

I thought a domain controller in an Active Directory Domain always contained
a GC.
I thought the GC was enable/generated when Active Directories is installed
on a server?

I guess I 'm seriously confused about how all this works

Only the first DC in the forest is automatically enabled as a GC. You have
to manually enable the GC role on any other DC. This is done according to
your design ideas and recommendations.
