Sent mail not received

I am running Vista and Windows Mail.
I have 3 Embark.com contacts that does not receive mail sent from Windows
mail. I can send from Web Mail using my same address and they receive. Embarq
and Road Runner have not found the problem. They say there is no blocks on
either end. I do not get any bounce backs or errow messages when mail is
sent. I have sent test to all of 35 contacts and all receive except the
Embarq.com contacts. I have corresponded with these Embarq contacts for 1-2
years with no problem until mid February. Then something closed the gate.
Road Runner has traced the mail and it appears as if the contact received
the mail but he didn't.
Has anyone got any ideas.

Given the facts that
a) you don't get a bounce notice or error message, and
b) your ISP traced the messages and says they were delivered,

the only likely explanation is that the recipient's spam filter deleted
the message.

I have sent as many as 10 different messages to each of 3 different contacts
and none go through. I can send the same identical message's to the same
contact's from WebMail instead of WinMail and they will receive it.

A message sent via webmail has different headers and a different
originating IP address than one sent via an email client, so the receiving
mail server is able to discriminate based on those differences.

There is no mechanism in Windows Mail that would cause it to send
successfully to most recipients but not to a few recipients. So, the
cause for the problem is outside of Windows Mail.

Gary, thank you. This did not solve the problem, but it elliminated a
possibility. Now I can move on. Any further idea's let me know.
